This project was made for Whiskey Company, but we encourage anyone to check it out, and use it if you like. As long as credit is given, we also do not mind if you use the contents of this lawbook to build your own projects.

New laws, changes to laws or removal of laws, which will hereby be known as "Revisions", will be publically available as a document. See Enacted Revisions to see any changes to laws or other information in The Stormwind Law.

Things like typos and minor errors will usually not result in having a Motion of Revision to The Stormwind Law.

This lawbook exists to generally enchance the way we do our own guard RP, it does not exist to control how others should roleplay in any way, shape or form.

In order to deal with the ever changing challenges in upholding law and order in our kingdom,it is my honour to present you with the new Stormwind Law.

This handbook specifically is made with Law Enforcement Officials in mind, but is also to be handed to any civilian who wishes to make themselves familiar with the Stormwind Law.

Fines

Fines can be paid within 48 hours. On failure to do so, the convict is charged with Evading Lawful Punishment on top of the charge they failed to pay the fine for.


Stockades Time

Convicts are informed of their release date and their rights. A Convict being jailed has the following Rights:


Lashings

Lashings are applied on the bare skinned back of the convict. After the Punishment, the Convict is bandaged, and if in critical condition given basic medical aid. 40 Lashes are the Maximum administered at a time.

A person with more lashes than 40 will be put in the Stockade if they are at risk of fleeing from the rest of their punishment. The time spent in the Stockade will last until their Lashing punishment has been completed.


Community Service

The convict is given a task, ideally in relation to the crime they committed, that is in service of the community. This can include:


Removal of a limb (NEW)

Removal of a Limb is a new addition, meant to help offset the upper limit of 40 Lashings for a person.

The designated amount of extremities is removed under a blade. The convict is given the choice of which of the respective extremities are to be removed.

Branding (NEW)

Brandings are a new addition, meant to help offset the upper limit of 40 Lashings for a person. They are applied to the forearm of the convict.

Grade 3 crimes and higher additionally include a lower severity punishment:

They are preferably used for repeat offenders of 5+ times.

Restraining Order (NEW)

On grievous or repeat offences against the same person, a Law Enforcement Official may issue a restraining order. It is up to the Law Enforcement

Officials judgement to set the order's parameters. It is usually additional to the regular sentence. The recommended parameters are as follows:

These parameters are merely a suggestion, and the victims wishes are to be taken into account.


Execution

Execution is usually only issued in cases of repeat or grievous offences. The convict is executed by beheading, by an acknowledged Executioner of the Crown. An Officer of the Crown may be temporarily named as Executioner by the Court.


Exile

With Exile, or Civil Death, a convict is escorted to the gates, and instructed to leave the Kingdom of Stormwind for the dedicated duration.
Breaking Exile is charged as a Grade 1 crime. Breaking Permanent Exile is punished by death.

Follow these steps when charging a suspect:

Detainees

A suspect detained on suspicion of a crime is always to be granted the following rights:

Legal counsel does not refer to a lawyer representing and speaking for the suspect during the charging process. The legal counselor may talk to and advise the suspect, but Law Enforcement Officials are not required to entertain them speaking for their clients, and may dismiss them if they refuse to comply with this ruling.

Law Enforcement Officials: Guards or Militias authorized to enforce and uphold the Stormwind Law by investigating, charging and punishing for Offences.
Servants of the Crown: Members of the Military, Court or other administrative institutions of the Crown.
Negligence: When a person does not treat an action with the appropriate carefulness commonly associated with it.
Sapient Species: Sapient species in the context of the law are species with the capacity for feelings, considered self conscious and capable of communication. Excluded from that definition are Entities from different planes of Existence (such as Elementals), Demons and Undead (Excluding Forsaken, Dark Rangers and Death Knights of the Ebon Blade). Sapient Species are granted the following base rights:
  • A right for freedom
  • Protection from torture
  • Protection from slavery
  • A right to be trialled by Stormwind Law
In Order to keep the peace, Sapient Species that are not Members of the Alliance may be removed from Alliance Territories or arrested if they cause trouble or distress. Law Enforcement Officials are to use force if met with hostility.


A person is guilty of Bodily harm if they inflict harm to another person, causing minor injuries like scratches or bruises on another person.

Self-defence: All citizens have a right of self-defence. It is up to the Law Enforcement Officials in question to judge if the force used was reasonable.

A Person is guilty of Grievous Bodily Harm if they inflict significant physical harm to another person, causing a serious injury such as loss of body parts, senses, permanent crippling, disfiguring or risk of death.

A Person is guilty of Torture if they intentionally inflict severe pain or suffering, physical or mental, upon another person.

A Person is Guilty of Negligent Bodily Harm if they cause serious harm to another person by not exercising appropriate care as expected to be exercised.

A Person is guilty of Medical Malpractice if they inflict harm to another person through medical practices, through negligence, omission or malice.

A Person is guilty of Murder if they intentionally and with malicious intent kill another person.
Additional Information
Self-defence: All citizens have a right of self-defence. It is up to the Law Enforcement Officials in question to judge if the force used was reasonable.
Murder in Self-defence can be treated as involuntary/voluntary Manslaughter or Murder depending on circumstance.
Manslaughter: Voluntary Manslaughter is differentiated from Murder by the offender's intention. If the Offence was planned with malific intent, and is not resulting from emotional circumstance, it is Murder.


A Person is guilty of Conspiring to Kill if they intentionally and with malicious intent, indirectly cause another person's death by instructing a third party to kill them.
Additional Information
Accessory to Murder: If Evidence is insufficient to prove Conspiring to Kill, consider if it is sufficient for Accessory to Murder.


A Person is guilty of Involuntary Manslaughter if they unintentionally cause the death of another person due to reckless or negligent actions.

A Person is guilty of Voluntary Manslaughter if they knowingly or intentionally cause the death of another person in a state of emotional disturbance.

Self-defence: All citizens have a right of self-defence. It is up to the Law Enforcement Officials in question to judge if the force used was reasonable.
Murder in Self-defence can be treated as involuntary/voluntary Manslaughter or Murder depending on circumstance.
Murder: Voluntary Manslaughter is differentiated from Murder by the offender's intention. If the Offence was planned with malific intent, and is not resulting from emotional circumstance, it is Murder.


A Person is guilty of Harassment if they behave in a way that threatens,intimidates or demeans another person.
Additional Information
Stalking: If Harassment happens repeatedly, it classifies as Stalking.


A Person is guilty of Stalking if they willfully and repeatedly follow or harass another person in circumstances that would cause a reasonable person to fear for their safety.
Additional Information
Example 1: To correctly identify Stalking in the moment, look at the number of alternative routes available to the Suspect on the relevant path, if they timed stops with the victim and if they purposefully kept the same pace as the victim.
Stalking is a more severe form of Harassment.


A Person is guilty of Kidnapping if they unlawfully abduct someone and hold them against their will, by force, or threat of force.

A Person is guilty of Coercion if they, by force or threat of serious harm, coerce a person to do, acquiesce to or refrain from an act for the purpose of controlling that person's actions.

A Person is guilty of Trafficking of Sapient Species if they exploit another person for labour or commercial services or engage in the trade of Sapient Species for labour or commercial services.
Additional Information
Slavery: Another simplified Term for Trafficking of Sapient Species is Slavery. Kidnapping, Torture and any other crime commited against a Person that is being trafficked is charged on top of the Trafficking of Sapient Species charge.
Law Enforcement Officials: Guards or Militias authorized to enforce and uphold the Stormwind Law by investigating, charging and punishing for Offences.
Servants of the Crown: Members of the Military, Court or other administrative institutions of the Crown.
Property: An object, pet/animal or plot of land that is owned by another legal person.
Conjuration: A magic practice used to create or summon items.
Transmutation: A magic practice used to transform items or creatures into different items or forms.
Body Parts & Organs: When talking about body parts & organs of sentient species the following will be considered illegal to trade in the Kingdom of Stormwind;
  • Any limb(s) belonging to a Sapient Species
  • Any organ(s) belonging to a Sapient Species
  • The skin of a Sapient Species, including Worgen fur


A Person is guilty of Petty Theft if they appropriate another person's property below a value of One  Piece.
Additional Information
Intention to return the item: Sometimes, things can be stolen in jest, with a genuine intention of handing the stolen goods back. Warnings may be issued instead of a sentence in such cases.
Crown Property: On Crown Property such as:
  • Military Equipment
  • Crown Documents

A Person is guilty of Robbery if they engage in Theft under use or threat of unlawful violence.

A Person is guilty of Trespassing if they enter an owner's property or land without permission.
Additional Information
Process: Trespassing is always issued a warning initially. If the Suspect does not comply with leaving peacefully, they may be charged and removed from the property by Law Enforcement, with force if necessary. Property Owners also have the right to defend their property with appropriate force.
Crown Property: On Property of the Crown such as;
  • Crown Offices
  • City Hall
  • Armories
  • The Royal Keep
  • Garrisons, Outposts or other military installations with restricted access
A public office does not equate unrestricted access to the public.

A Person is guilty of Extortion if they, by force or threat of serious harm, coerce a person to do, acquiesce to or refrain from an act for the purpose of wrongful personal enrichment or enrichment of a third party.

A Person is guilty of Collusion if they, with one or more Persons or Businesses enter into an agreement for the purposes of defrauding or gaining an unfair advantage over a third party.

A Person is guilty of Embezzlement if they appropriate funds entrusted to them by a person or buisiness for purposes other than their intended purpose.

A Person is guilty of Fraud if they engage in deceptive behaviour in order to cause financial harm to another person, or gain for themselves.

Collusive Tendering: If two or more parties conspired to defraud or gain an unfair advantage over the victim, refer to Collusive Tendering.


A Person is guilty of Smuggling if they transport or ship a restricted article without licence, or try to bypass import taxes for their wares.
Additional Information
Licenses: Licenses for import, possession, distribution or manufacture of restricted Articles may be issued from the Licensing Office at your local Town Hall, or for the City of Stormwind, at the Royal Keep.


A Person is guilty of Tax Evasion or Fraud if they fail to pay, or deceptively withhold the taxes rightfully levied by the Kingdom.

A Person is guilty of Document Forgery if they, for the purpose of deception in commerce or legal instances, produce a counterfeit or falsified document.

Documents issued by the Crown: On documents issued by the Crown, such as;
  • Licenses for import, possession, distribution or manufacture of restricted articles
  • Licenses for trade
  • Crown reports
  • Contracts with the Crown or its Servants
  • Documentation for citizenship

A Person is guilty of Selling Conjured or Transmuted Articles if they, without notice to customers, sell Articles created through Conjuration or Transmutation Magic.

A person is guilty of Selling Body Parts of Organs if they knowingly sell any part of the body, inside or outside, belonging to a Sapient Species.

Medical Malpractice: A person may be found guilty of Medical Malpractice in addition to Selling Body Parts or Organs of Sapient Species. A person may be guilty of Medical Malpractice when Selling Body Parts or Organs of Sapient Species even if they hold a medical license in the Kingdom of Stormwind.
Sapient Species: Sapient species in the context of the law are species with the capacity for feelings, considered self conscious and capable of communication. Body Parts & Organs: When talking about body parts & organs of sentient species the following will be considered illegal to trade in the Kingdom of Stormwind;
  • Any limb(s) belonging to a Sapient Species
  • Any organ(s) belonging to a Sapient Species
  • The skin of a Sapient Species, including Worgen fur

A Person is guilty of Public Disorder if they, as part of a group of three or more, use or threaten unlawful violence in a way that another person present would reasonably fear for their safety.
Additional Information
Sedition: If the suspects conduct themselves or speak in such a way that they try to entice people to rebel against the Crown, or to harm or kill its sovereign, refer to Sedition.
Insurrection: If the actions taken result in an actual attempt to overthrow the Crown, or to harm or kill its sovereign, refer to Insurrection.


A Person is guilty of Rioting if they, as part of a group of six or more, use or threaten to use unlawful violence for a common cause in a way that another person present would reasonably fear for their safety.
Additional Information
Additional Charges: Rioting is often characterised by acts of vandalism, looting, arson, assault, or other unlawful behaviour. If these happen, they are charged individually on top of the Rioting Charged.
Sedition: If the suspects conduct themselves or speak in such a way that they try to entice people to rebel against the Crown, or to harm or kill its sovereign, refer to Sedition.
Insurrection: If the actions taken result in an actual attempt to overthrow the Crown, or to harm or kill its sovereign, refer to Insurrection.

A Person is guilty of Sharing of Classified & Restricted Documents if they share with others, documents of the Crown not intended for the public eye.
Additional Information
Classified & Restricted Documents: Crown report documents such as;
  • Criminal reports & statements
  • Autopsy reports
  • Personnel files of the Crown
  • Medical files of Servants of the Crown
  • Private correspondence between Magistrares, military officers...etc
Exceptions: Criminal Reports and their contents may be shared with Victims, Witnesses and Suspects on Law Enforcement Officials discretion.
Law Enforcement Officials may share details to the public if it serves to calm the public.
Medical Files and their contents may be shared with doctors or other healers for medical treatment.
Doctors or other healers are to treat these documents with confidentiality, and may be charged with Sharing of Classified & Restricted Documents if they breach confidence.


A Person is guilty of Heretic Preaching if they preach, write or otherwise try to distribute Ideologies related to the Void, or other Regulated magics that may endanger the King's Peace.

A person is guilty of Criminal Preaching if they, under the guise of religion, preach and attempt to directly or indirectly influence the public to accept or live by ideologies that go against the Stormwind Law or against the Crown’s interests.

Additional Charges: Preaching against the Crown directly may also be charged with Insurrection, Treason or Sedition.


A Person is guilty of Disturbing the King's Peace if they engage in disorderly conduct which disrupts Peace and Order.
Additional Information
Endangering: If the disturbance causes a threat to public safety, refer to Endangering the Kings Subjects.
Violent Behavior: If the disturbance is caused by violent behaviour, refer to Affray.


A Person is guilty of Affray if they use or threaten to use unlawful violence in such a way that it threatens public safety.
Additional Information
Example 1: Offences such as Bodily Harm, Greater Bodily Harm or Grievous Bodily Harm can additionally be considered Affray, if they disturb Public peace and Order. This refers to fights or brawls instigated in public spaces where other people are present and disturbed.


A person is guilty of Negligently Endangering the King’s Subjects if they engage in reckless behaviour or activities that risk another persons or public safety.

A Person is guilty of Piracy if they engage in robbery, banditry, kidnapping or other violent or destructive crimes on the high seas.

Jurisdiction: Local law Enforcement is empowered to detain Suspects of Piracy from outside their Jurisdiction in accordance with the Alliance Anti-Piracy-Act. Refer to the Segment on Piracy under Other Procedures.


A Person is guilty of Disturbing the Dead if they desecrate a corpse or grave.
Additional Information
Necromancy: If Disturbing the Dead is committed with Necromancy, it is additionally charged with Forbidden Magic Practices.


A Person is guilty of Forming groups or organisations for criminal purposes if they organise into a group or organisation with the purposes of engaging in coordinated criminal activities.

A Person is guilty of Membership in, or Support of a group considered an Enemy of the Crown if they openly confess to membership of, or promote ideals or support of Organisations or Groups considered Enemies of the Crown.

Otherwise, the nation within the Grand Alliance with the highest charge may carry out its sentence, and then extradite the suspect to the next nation of the Grand Alliance if they have not been sentenced to death.

The Grand Allianc consists of the following Nations;

Neutral Vessels

Piracy against neutral cessels is charged and sentenced by whichever Local Law Enforcement Office captures the suspect.

Horde Vessels

The Alliance condemns Piracy against Horde Vessels, it is however not considered a crime Alliance Kingdoms will act upon.

A Worgen is to be considered Feral if they lose control over their actions, to be driven purely by instinct. In this state, they are prone to lash out violently, and attack anything in sight.

Feral Worgen are to be treated as Extremely dangerous. Law Enforcement Officials are empowered to use lethal force if a Feral Worgen poses a threat of a larger outbreak of the Worgen Curse. Otherwise, Feral Worgen are to be restrained, calmed with Moonleaf or tranquilisers, and to be given into the care of Druids to be taken through the Ritual of Balance as fast as possible.

A Worgen that has not gone through the Ritual of Balance is not to be considered Feral inherently, as other methods of controlling the Curse have been proven to exist.

The common practice in the Alliance is that each member state enforces their laws locally, using their own military and court.

Jurisdictions

Law Enforcement of a member state is NOT authorised to conduct law enforcement outside their Jurisdiction. The Only Extradition Treaty is the Alliance-Anti Piracy Act. It regulates that suspects of Piracy may be extradited to the Kingdoms whose Vessels were affected.
Alliance spanning sentences such as banishment from all Alliance Land may only be spoken by the High King of the Alliance and his Council.

 


Military Units of the Alliance

Alliance Military, such as the 7th Legion may assist local law enforcement in their duty, but they do not have the Authority to conduct Arrests or Trials.
If Martial Law is declared, they are authorised to exceed these limitations.


Intelligence Organisations of the Alliance

SI:7

The Highest Intelligence Organisation of the Alliance, SI:7, is under direct command of the High King of the Grand Alliance (Hereby referred to as the Alliance), and his Spy Master.

Within Stormwind, SI:7 agents must respect the authority of Law Enforcement Officials unless otherwise ordered by their chain of command.
SI:7 Agents that are put under the Command of other Military Units are restricted to common Military restrictions.
Citizens approached by SI:7 agents must cooperate fully with any lawful request or investigations.

Any grievances regarding the SI:7's operations may be brought before a magistrate for review.

The missions, personnel, and operations of the SI:7 are classified. Unauthorised disclosure of information related to the SI:7 is considered a Grade 2 or higher Crime.

Other Intelligence Organisations

Other Intelligence Organisations of the Alliance are on an equal level of Military Units.

Citizen's Arrest

Citizens may conduct a “Citizen's Arrest”, but are not legally immune in case of an error. They may be charged if the force used wasn't proportional, or the evidence insufficient.


Arresting Servants of the Crown

Servants of the Crown, both local Authorities or Alliance Military on duty are only to be arrested on committed crimes of high severity or above. Otherwise, the case is handed to their superiors for disciplinary action.


The Church of Holy Light

The Faith

No member of the Church of Holy Light, neither Priests nor Paladins, has jurisdiction to enforce the Law, unless they are members of the Stormwind Guard or Stormwind City Guard.

Church Property

The Faith is empowered to protect its grounds, such as the Cathedral of Holy Light or Northshire Abbey, from those that would disrupt practice of faith or destroy the grounds.
However, the Cathedral of Holy Light is to be kept open to all those of the Faith, including Ren’dorei, Penitent Man’ari Eredar as well as any member of the Ebon Blade.
The Church may not interfere with Law Enforcement Officials in their duties.

Scarlet Crusade

The Rights outlined above are not applied to members of the church with affiliation to the Scarlet Crusade, or other sub-organisations of the scarlet name. A member of the Scarlet Crusade or its sub-organisations may be granted safe pilgrimage to the Cathedral and return to Alliance Borders at the Church's discretion, but only under strict supervision by an armed member of the faith, who has to bear full responsibility for said Scarlet's actions.

Members of the Scarlet Crusade or its sub-organisations without supervision of an armed member of the Faith and documentation to confirm the Church's approval of their Pilgrimage will be treated as usual members of a proscribed organisation.

Species in the context of the Law additionally account for cultural differentiations such as the cultural subgroups of Quel’dorei, namely Ren’dorei and Sin’dorei.

Sapient Species and cultural groups with the capacity for feelings, considered self conscious and capable of communication. Excluded from that definition are Entities from different planes of Existence (such as Elementals), Demons and Undead (Excluding Forsaken, Dark Rangers and Death Knights of the Ebon Blade). Sapient Species are granted the following base rights:

Neutral Peoples are Sapient Species and cultural groups that are not members or allies of the Kingdom of Stormwind or the Grand Alliance at large, but are not considered enemies of the Crown. They are considered guests in the Kingdom of Stormwind, as long as they comply with the Stormwind Law.

These include but are not limited to:

In order to keep the peace, guests of the Kingdom may be removed or arrested if they cause trouble or distress. Law Enforcement Officials are to use force if met with hostility.

Members of the Grand Alliance can gain full citizenship in the Kingdom of Stormwind, granting them all rights and Privileges of the Stormwind Law. Members of the Alliance includes;

Military Allies of the Alliance are Peoples and Organisations that are not Members of the Alliance, but have allied with it for mutual benefit.

Diplomatic Envoys are individuals representing peoples and organisations that are not Members of the Alliance, conducting diplomatic duties. They require an adequate escort by Alliance Forces and may not travel Alliance territory without. If they are found without escort, they may be held by Law Enforcement Officials until their escort is arranged.

Military Allies or Diplomatic Envoys that break the law may be extradited to their respective nation or organisation for punishment. This applies to:

As an enemy of war, sentient species within the Horde are to be immediately removed or detained. Appearance of members of the Horde that are not Diplomatic Envoys within city limits of Alliance capitals is considered a breaking of the armistice and treated as an act of war. Members of the Horde arrested by Law Enforcement Officials are considered Prisoners of War. These species are considered members of the Horde:

Demons are not tolerated in Alliance Territory, and considered kill on sight. Law Enforcement Officials are to call upon the services of the Illidari as well as those of Paladins if necessary, and to prioritise evacuation and safety of Civilians over direct confrontation until forces equipped to deal with the threat arrive.

Penitent Man'ari Eredar

(OOC Note: Individual guards, and people in general may still ignore the existence of Man’ari within Stormwind City and other Alliance territories based on the current lore despite what this non-lore bound lawbook says, this must be respected at all times. The lawbook is however now opened for Man’ari to come to the Kingdom of Stormwind without being considered an hostile entity within these territories. Please avoid OOC drama.)

Penitent Man’ari Eredar who have been vetted by the Draenei, the Lightforged Draenei of the Army of Light, Paladins or those of the Illidari and who has been designated an Overseer are to be allowed to the same rights as any other “Neutral Peoples” who visits the Kingdom of Stormwind. There are however certain conditions to this to ensure the safety of the King’s Subjects, these conditions are urged to be followed religiously to ensure unnecessary friction as well as bloodshed among the King’s Subject as well as the Penitent Man’ari Eredar.

It is to note that the only people that should deal with Penitent Man’ari Eredar in any sort of capacity when it comes to applying the law would be any Law Enforcement Unit of either the Stormwind Guard or the Stormwind City Guard if within Stormwind City itself. Other organizations have no jurisdiction to apply the law.

Please keep the following in mind;

Penitent Man’ari Eredar should not carry weapons while in Stormwind City. Exceptions to this may however be made with contact with Law Enforcement Officers or the Ministry of Justice.

All Penitent Man’ari Eredar in the city must be written up in the Ministry of Justice’s census. This is to keep a catalogue of the current Penitent Man’ari Eredar in the city as well as keeping track of who their Overseer is.

Penitent Man’ari Eredar should strive to cause as little ruckus among the general population, and while they are free to roam the city it should always be done under some sort of supervision in one the following manners;

Breaking any laws within Stormwind City or the greater Kingdom of Stormwind may result in an immediate exile from these territories, the Penitent Man’ari Eredar in question must, without issue, leave and return to Azuremyst Isle or face more severe consequences.

The only undead tolerated in Alliance Territory are those that can identify themselves as members of the Ebon Blade. Members of the Ebon Blade are granted the rights of Sapient Species.

All other Undead are considered kill on sight. Law Enforcement Officials are to call upon the services of the Ebon Blade as well as those of Paladins if necessary, especially for rogue Death Knights, and to prioritise evacuation and safety of Civilians over direct confrontation until forces equipped to deal with the threat arrive.

Dragons are considered Sapient Species, and military allies of the Alliance. Excluded from this alliance is the Twilight Dragonflight, characterised by void corruption, as well as all Dragons that do not serve the current aspects. Special care must be taken with:
